OCEAN RESERVE CONDOMINIUM
Community Update – May 2026
BOARD OF DIRECTORS

* Sergio Cento Docato – Vice President
* Alejandro Tobon – Treasurer
* Carla Fernandez – Secretary
* Vyachislav Abayev – Director
OPEN MEETINGS
The Board was elected on February 3, 2026 — 3 months ago. In those 3 months, 2 open meetings have been held. Florida Statute 718.112(2)(c) requires Board meetings to be open to all unit owners with proper notice. We acknowledge the 2 meetings held and encourage the Board to continue scheduling meetings regularly.
CRITICAL ISSUES
🔴 1. Chiller System – 14 Months Without Permanent AC
The chiller failed in March 2025 — 14 months ago. A contract has been signed for equipment only, with delivery expected July–August 2026. This means the building will reach 16 to 17 months total without permanent air conditioning.
💰 Temporary chiller: $28,000/month
🧾 Paid to date (14 months): ~$392,000
📌 Projected total by August 2026: ~$476,000
⚠️ The $510,000 contract covers equipment only. Installation labor and permits are NOT included — final project cost will be significantly higher than $510,000.
📢 We request the Board share any planned outages or service interruptions with owners in advance and on time, so residents can make necessary arrangements.
🔴 2. Noise Ordinance – Temporary Chiller
The temporary chiller appears to be exceeding city noise ordinance limits. We respectfully request that management bring the unit into compliance to avoid potential litigation and fines against the Association.
🔴 3. Elevators
The building has 3 main elevators and 1 service elevator. Breakdowns are occurring frequently. An elevator inspection is currently pending. This is a safety concern affecting all 400 units. We request the Board provide a status update and inspection results promptly.

🟡 4. Concrete Restoration – 3 Years of Construction
Full concrete restoration began in 2023 — 3 years ago. Odd lines (1, 3, 5, 7, 9, 11, 13, 15) were completed in prior phases. The final phase covering even lines began November 2025 — 6 months ago:
✅ Line 2 – Completed
✅ Line 4 – Completed
🔄 Line 6 – In progress
⏳ Line 8 – Pending
⏳ Line 10 – Pending
⏳ Line 12 – Pending
⏳ Line 14 – Pending
⏳ Line 16 – Pending
After 3 years of total construction and 6 months into the final phase, 5 out of 8 even lines remain incomplete. Owners respectfully request that the remaining work be completed WITHOUT further interruptions or stoppages — done continuously until finished. We request the Board disclose the projected completion date and confirm whether funding issues are contributing to delays.
FINANCIAL & COMPLIANCE
🟡 5. 2025 Annual Audit
Under Florida Statute 718.111(13), as amended by HB 913 (effective July 1, 2025), the association is required to prepare the annual audit within 90 days of fiscal year end, and must make it available to unit owners no later than 180 days from the end of the fiscal year.
📌 Audit preparation deadline: March 31, 2026 — already passed.
📌 Deadline to share with owners: June 30, 2026.
✅ An audit firm has been hired and the audit is currently in process. We remind the Board that the legal deadline to share the completed audit with all unit owners is June 30, 2026. Timely delivery is required by law — not optional.
OTHER PENDING ITEMS
🔴 6. Parking Garage – 3 Years With No Completion
The parking garage renovation began in 2023 — 3 years ago. No active workers are currently visible on site and no completion date has been communicated to owners. This project has been stalled with no accountability or timeline provided. We request the Board provide an immediate update on the status of this project, the reason for the prolonged stoppage, and a committed completion date.
* Windows Line 16 – Not replaced
* Lobby windows – Not replaced
The Board has been in office for 3 months. We acknowledge the 2 open meetings held and encourage continued transparency. We thank the Board for their service and respectfully request timely communication on all outstanding matters.
